Provide standalone capability for tills Z-Register when LAN is unavailable

Need to be able to continue using registers when LAN is down eg WIFI loss, where used to provide internet or server access , or hardware issue eg dud LAN switch. Has happened multiple times in the past, LOTS was able to cope and allow us to stay open...
